The artists go away with no idea of the actual clothes or characters, and just draw what they imagined from the marketer's 3-martini rambling. instead they have a lunch meeting with the head of marketing, who did not pay all that much attention to what the developers have been doing, and he waves his hands and tells the artists we need artwork of a sexy brunette with long hair, we need artwork of a stacked blonde in a bikini we need a protag pic with a sniper rifle and fingerless gloves.etc. I've finally come to the realization that the Rockstar GTA marketing artists have never seen the actual game they are advertising. probably possible but i won't get my hopes up - after all its R* and even the modders who changed there character-model to npc ones haven't had problems with clipping so hmm yeah. there are several art works with clothes and hairstyles we have never seen to be added yet. Picture a Half Life 2 glitch where the character models get all "wonky" and that's what happens to the hair. However, that doesn't work with hair that's connected to the neck, because every time the character turns its head, the hair looks jagged. The hair is glued in place and glued to the character's head, as if it's a hat or something like that. The alternative that's most common is to have the hair be a helmet, like it is in GTAV. An example of this being used in games would be in Saint's Row 3/4 and its dreadlocks hair. Obviously it wouldn't need to be CGI levels of hair detail, but you would still want the hair to be detailed. Then the computer has to keep track of each individual strand of hair as it bobs and weaves around, taking up a massive amount of energy. That's an insane amount of detail- each of those has to be modeled individually, then textured, then someone has to put splines in (probably a dozen for each, because otherwise it looks like jagged metal sticking about). There's a reason why pretty much every female character with long hair wears it in a ponytail/bun- otherwise it's a nightmare to animate.
